As the Lead Civil Engineer for the Project, Dresdner Robin's main focus was to develop the existing utility base drawings for the site and to determine which existing utilities were impacted by the proposed design. Dresdner Robin also devised and coordinated a subterranean exploratory program for the verification and location of existing subsurface infrastructure to ensure the feasibility of the designs for all members of the design team. Once the existing utility locations were verified Dresdner Robin devised the relocation schemes necessary for each of the existing utility companies. They involved the redesign of the combined sewer system, water system, PSE&G underground electrical duct bank system, 6" gas main, AT&T duct bank system and MCI/Worldcom utilities, all to allow for the construction of a new station entrance.
In addition to the design aspects of the project, Dresdner Robin was responsible for coordinating and negotiating with Jersey City Municipal Utilities Authority and private utility companies to ensure all necessary approvals were properly obtained and that the relocation designs were in conformance with the requirements of each agency. Dresdner Robin also assisted the Port Authority (PATH) in developing private agreements with each agency when it was required.
Dresdner Robin was also charge with the task of designing and coordinating the new station entrance plaza; working closely with the Architect, Structural and Geotechnical Engineers. Since the Entrance Plaza is going to be part of the future mixed-use Columbus Towers Redevelopment Project it had to be designed to meet the future buildout. Dresdner Robin coordinated the design so that the structural base to the entrance plaza would remain, while the finishes could be removed, regarded and receive new pavements, lighting and site furniture. The current plaza consists of new sidewalks, granite stairs with stainless steel handrails, decorative precast pavers, planting, site lighting and fencing.
Moving away from the commercial core, a cluster of townhomes are proposed, followed by a row of single family detached homes on smaller lots transitioning into the residential neighborhood surrounding the Redevelopment Area.
The redevelopment plan is based on the principals of smart growth, providing pedestrian friendly streets and public rights-of-way, higher density housing, a mixture of commercial uses, new public open space, and reduced parking and shared use parking solutions. The result is a win-win situation for both the township and the developer by providing a new public "Town Square" for the township and an economically viable and profitable project for the developer.
