As part of the Port Authority's multi disciplinary design team Dresdner Robin, acting as a subconsultant to Mueser Rutledge Engineers, has been the lead Civil Engineer on these two projects since November 2001.
Dresdner Robin's foremost task was to develop the existing utility base drawings for the site and to determine which existing utilities were impacted by the proposed entrance designs. Once the existing utility locations were verified Dresdner Robin devised relocation schemes for each of the existing utilities which included relocation designs for the sewer system, water system, electrical systems, gas mains, telecommunications systems and connections from private properties to street mains.

Each of these Lower Manhattan sites were complex in nature presenting the Port Authority, its design team and the NYC utility companies impacted by the proposed construction, with unique challenges from both a political and logistical stand point. Dresdner Robin's role as lead civil engineers was to assess the impacts each individual entrance option would bear upon the existing infrastructure, as well as the impact upon constructability.

Dresdner Robin attended meetings, where the teams designs were discussed to determine the most viable entrance options. Dresdner Robin provided engineering advice and comments regarding the constructability of each item and for the unique constructions methods proposed for each site.

Additionally, Dresdner Robin coordinated meetings and communications with the relevant government agencies and utility companies in NYC including the NYC-DEP, Con Edison, Empire City Subways and the Manhattan Borough President's Office, regarding the design aspects and staging of the project.

Dresdner Robin needed to investigate the procedures for obtaining approvals and permits in order to undertake the work in conformance with the guidelines and requirements of the city and the utility constraints that were specific to each site.

Our involvement has assisted us in forging professional relationships with Port Authority's Project Manager for the projects, Mr. Frank Guerriero and Harold Levitt and other members of the professional design team.
