  •       The City of Passaic was once a center for large manufacturers, most of which left by the mid 1970's. Some of the facilities were subsequently adapted for use by multiple tenants. Several obsolete facilities are largely vacant or exhibit lot occupancy rates. Buildings within the study area generally have multiple stories with low ceilings and columns throughout, and inadequate parking and loading areas. As a result, the long-term economic viability of the project study area is questionable.

          The project study area covers 89 acres containing 50 separate properties. Many of these historically industrial properties exhibit a high probability for environmental contamination. The redevelopment of the project study area is further constrained by the presence of the former Dundee Canal and a rail spur. The Dundee Canal represents a potential redevelopment obstacle, from an environmental and geotechnical standpoint, as it is not known what materials were used to fill it. The New York and Greenwood Lake rail line was recently purchased from Conrail, but until recently did not serve any facilities within the study area. This rail spur impedes the development of several adjacent properties, which are not able to utilize its services. To date, only one industry within the project area uses rail service to transport its goods. Issues relative to its continued presence within the project study area are of paramount concern.

          Dresdner Robin in its role as the project manager facilitated the execution of environmental, planning, engineering, architectural, legal, financial and marketing services that would ultimately lead to the adoption of a redevelopment plan for the project study area. Specifically, Dresdner Robin advised the Passaic Enterprise Zone Development Corporation (PEZDC) with regard to the most effective approach to achieve its objectives relative to the project area, prepared a request for proposals from professionals needed to characterize the project study area and assisted in their selection, managed and coordinated the completion of all necessary professional and technical studies, managed the project to ensure its timely completion within a specified budget, and acted as a liaison to the PEZDC Board of Trustees and staff.

          The PEZDC anticipated that this project would set the framework for further large-scale redevelopment efforts within the City of Passaic.
