The Union City Public Schools proposes to acquire a site, which consisted of the Roosevelt Stadium and several smaller commercial properties (3) for constructing a new secondary school. The costs associated with this work will be provided by the New Jersey Schools Construction Corporation. The work performed to date for the Union City Redevelopment Agency (UCRA) was done under an NJSCC demonstration grant program. Based on the preconstruction feasibility studies for the demonstration grant, the NJSCC decided to fully fund the UCRA construction project and to provide the funds to the UCRA for completing the project.
Dresdner Robin performed Preliminary Assessments and Site Investigations (SI) at these properties. Dresdner Robin conducted site investigations at Roosevelt Stadium and three commercial parcels for the purpose of identifying contaminated areas on the properties proposed for acquisition. Site Investigation Reports, and PAECE Reports which estimated the costs associated with soil and groundwater remediation of the properties, were prepared. Geophysical surveys were conducted to identify potential underground storage tanks in the sidewalks and parking lots at the commercial properties and to locate subsurface utilities including an active sewer line at Roosevelt Stadium. Dresdner Robin conducted an SI for groundwater at the commercial properties for the purpose of groundwater characterization. At one of the commercial properties free-phase hydrocarbons were observed in the vicinity of several retired underground storage tanks. The costs associated with recovering the free-phase hydrocarbons and groundwater remediation was estimated as part of the PAECE Report.
The SIs found soil contamination consistent with conditions that are recognized by the New Jersey Department of Environmental Protection (NJDEP) as historic fill at the Roosevelt Stadium and contamination consistent with petroleum hydrocarbon contamination at one commercial parcel. NJDEP usually allows historic fill sites to be remediated with a cap that may consist of structures, pavement, or clean fill, coupled with the recording of a deed notice. Cost effective implementation of the capping approach will require close coordination with the project's architect in order to assure that the contaminated soil remains on-site. Soil contamination associated with petroleum hydrocarbons will be remediated during the building demolition phase of the project.
The Environmental Screening Report provided a description of the proposed facilities, surrounding land uses, and the identification of Historic, Archeologic and/or Cultural Resources. As part of this study, the Roosevelt Stadium and the Summit Avenue Commercial District, which includes the Stadium, were found to be determined to be State/National Register eligible by the New Jersey State Historic Preservation Officer.
A Executive Order 215 Report (Environmental Impact Statement) was also prepared.
