Dresdner Robin has performed task order contracts with the New Jersey Department of Transportation (NJDOT) involving the investigation, remediation and/or construction support services for over thirty roadway and drainage improvement projects throughout the state in accordance with New Jersey Administrative Code (NJAC) 7:26E, the NJDOT's Procedures Manual and the March 2003 NJDOT's Project Delivery Process Network (Pipelines). Dresdner Robin has prepared Hazardous Waste Screening Reports and Preliminary Assessments for numerous projects to identify the potential for contamination within and adjacent to the respective project corridor.
During the preliminary design phase of selected projects, Dresdner Robin's scope-of-work included the performance of site investigations to characterize contamination that may impact the construction activities and the cost of improvements. For some projects, supplemental investigations ("detailed sampling") have been performed to define the horizontal and vertical extent of contamination. During the final design phase of projects, the work preformed by Dresdner Robin included the preparation of Property Acquisition Environmental Cost Estimate (PAECE) Reports, Contamination Clean-up Plans/Remedial Action Work plans, and Soil Reuse Plans.Dresdner Robin also performed construction support services, which entailed review of contractor submittals, and periodic site visits.
In addition to the above, Dresdner Robin has conducted numerous investigations at NJDOT maintenance facilities under Term Agreements. These sites usually contain one or multiple areas of concern (AOC) that are being investigated/remediated pursuant to a Memorandum of Agreement between NJDOT and NJDEP. The work is implemented in accordance with the NJDEP's Technical Requirements for Site Remediation (TRSR). The objective of this work is to mitigate any potential impacts to nearby receptors resulting from sources of contamination at the Sites (ie: to buildings, water supply, surface water, wetlands, etc.), and to obtain a No Further Action Letter from NJDOT for each of the facilities.
Since 1993, Dresdner Robin has been responsible for the management and implementation of New York State Department of Transportation's (NYSDOT) Ambient Air Quality Monitoring Program during maintenance operations; utilizing Class A Containment specifications at numerous locations throughout New York State. The Monitoring Program is part of an ongoing process by the NYSDOT, New York State Department of Environmental Conservation (NYSDEC) and New York State Department of Health (NYSDOH) to evaluate the effectiveness and impacts of various containment systems used by contractors during bridge maintenance operations. The monitoring program consists of two components: a high volume protocol for selected projects to determine ambient particulate concentration, including lead particulate and a real-time protocol for all projects.
This program requires close coordination with NYSDOT's Environmental Assessment Bureau, Regional Environmental Coordinator, project engineer-in-charge, state's inspection team, and the painting contractor. The successful implementation of this program is predicated upon the technical excellence, flexibility, responsiveness, and program management capabilities provided to NYSDOT by the Dresdner Robin team.
