DRESDNER ROBIN was retained to coordinate a design/build effort for a public/private roadway project in along the Jersey City Waterfront. The +$12.0M project includes the construction of 3200 linear feet of roadway, drainage improvements including a 78-inch outfall line, and an extension of the City’s 30-inch high pressure water distribution trunkline.

Design Services—The roadway design work had been partially completed through a cooperative effort between Jersey City and New Jersey Transit. Dresdner Robin updated baseline survey conditions, redesigned drainage to reflect changes in project area developments, updated roadway profiles, coordinated utility service companies and resolved numerous roadway crossing conflicts. The project located within a active commercial area of the waterfront includes a number of challenging design issues:

  • Maintenance and decommissioning of existing drainage systems
  • Construction along an active light-rail transit line
  • Sequencing improvements to support delivery of commercial office space
  • Streets within close proximity to the “Old Powerhouse”, are considered part of the historical district and as such historical accents will be developed into the proposed streetscape

Environmental Services—The project is within a historic rail/manufacturing area which has been impacted by past operations and “historic” fill. Construction specification and details were developed to incorporate provisions of the approved Remedial Action Plans. A soil reuse plan was developed and processed through the New Jersey Department of Environmental Protection to allow movement of soils throughout the project area. Specific rights-of-way were investigated for chromium contamination—a persistent problem along utility corridors in the project area. Dresdner Robin provided oversight of a UST removal when a unidentified tank was encountered within a former public right-of-way.

Construction Services—For this fast-track design-build project Dresdner Robin coordinates the design and construction oversight efforts for the Project acting as liaison between Contractor, Jersey City, the City contracted Resident Engineer, Transit Agents and Utility Companies. In the design/build environment this has included a complex balancing of design, construction, and oversight demands. Many areas of the project are controlled through a complex and overlapping set of ownership jurisdictions creating a need to manage and resolve a number of competing demands.

The project provided new sidewalks, curbs, crosswalks, roadway, sewer outfall, traffic signals, landscape, lighting and eventually a new traffic pattern through this particular corridor.
