DRESDNER ROBIN was to perform a Hazardous Waste Screening/Limited Preliminary Assessment of properties located proximal to the proposed Routes 9 and 79 Schanck Road Improvement Project. The project corridor is located within the Township of Freehold, Monmouth County, New Jersey. The proposed highway improvements include the reconstruction and/or elimination of jughandles on Route 9; widening of Route 9, Route 79, and Schanck Road; modification of the intersection of Route 79 and Willow Brook Road; modification of the intersection of Schanck Road and Stonehurst Boulevard; construction of a jughandle from Route 9 southbound to Stonehurst Boulevard; and installation of drainage improvements.

The Hazardous Waste Screening/Limited Preliminary Assessment performed by DRESDNER ROBIN consisted of reviewing Federal and State environmental databases; performing NJDEP file reviews; performing a site reconnaissance; reviewing historic land use information consisting of aerial photographs, city directories, sanborn fire insurance maps, and local municipal review; and performing file reviews at the health department and the tax assessor’s office.

The Hazardous Waste Screening/Limited Preliminary Assessment Report identified twenty-three (23) properties within the project corridor that have potential environmental concerns due to either present or past land use. The report recommended that further Site Investigations be carried out on eighteen (18) of the twenty-three (23) properties. However, based upon telephone discussions and meetings with the NJDOT, eight (8) properties were proposed for Site Investigations.

At the request of the NJDOT, DRESDNER ROBIN performed a Site Investigation at each of the eight (8) properties to collect data to be used by the NJDOT during the design, Right-of-Way acquisition, and construction of the road improvement project. The purpose of the Site Investigations was to preliminarily characterize the type and level of contamination that may be present and to assess the extent to which contaminated materials may impact the proposed construction activities and the cost of the proposed improvements. DRESDNER ROBIN’S scope of work included a geophysical investigation, soil and groundwater sampling activities, data analysis and interpretation, and report preparation.

Based upon the results of the Site Investigations performed, two (2) properties had confirmed soil and groundwater contamination and three (3) properties had confirmed groundwater contamination. As a result of the Site Investigations, DRESDNER ROBIN prepared PACE Reports which would be used by the NJDOT in property acquisition negotiations and during construction budgeting and planning.
