Located just one block from the Journal Square PATH station, 425 Summit is a new 27-story, 390-unit luxury apartment building that is reshaping the urban landscape of Jersey City. The building opened just under a year ago to welcome its first residents. Developed at an estimated cost of $150 million, the project features modern amenities including a state-of-the-art fitness center, resident lounge, ground-floor retail, and on-site parking. Residents enjoy stunning views of both Jersey City and the New York City skyline.
This high-profile development was a collaborative effort, and Dresdner Robin was proud to provide comprehensive services in environmental remediation, planning, and civil engineering to help bring it to life.
Environmental Services
Dresdner Robin served as the Licensed Site Remediation Professional (LSRP) for the project, leading environmental investigations, remediation, and regulatory reporting in support of Spitzer Enterprises’ efforts to obtain a Response Action Outcome (RAO) from the NJDEP.
Initially, our team reviewed past site investigations and determined that the primary Area of Concern (AOC) was the presence of Historic Fill Material. During excavation for the building’s basement, two previously unknown Underground Storage Tanks (USTs) were discovered. Our team swiftly coordinated their removal, along with impacted soils, to keep construction on schedule.
Throughout the construction phase, Dresdner Robin provided:
- Environmental oversight to ensure proper installation of engineering controls over contaminated soils
- Perimeter dust monitoring in compliance with NJDEP standards
Upon project completion, we prepared and submitted a Remedial Action Report to the NJDEP is currently working towards secured a Remedial Action Permit (RAP) to ensure long-term protectiveness and compliance.
Planning Services
Our Planning Department conducted a comprehensive zoning and design analysis to guide the development through local regulatory frameworks. Working within the framework of the Journal Square 2060 Redevelopment Plan, our planners assessed a unique alternative standard that helped define base building requirements and allowable height.
The goal was to meet the intent of the redevelopment plan while supporting a design that balanced aesthetic appeal with practical efficiency—ensuring the project’s successful integration into the surrounding urban fabric.
Civil Engineering & Landscape Architecture
Dresdner Robin’s civil engineering and landscape architecture teams worked closely with the owner and project architect throughout the design and construction process. Key services included:
- Preparation of detailed site plan documents for approval
- Ongoing coordination through the design development and construction documentation phases
- Integration of stormwater management solutions and utility infrastructure within tight urban constraints
Our team also assisted in obtaining essential construction permits and provided construction administration services to support the successful completion of the project.
Delivering Excellence in Urban Redevelopment
425 Summit stands as a testament to Dresdner Robin’s multidisciplinary approach and expertise in navigating complex urban development challenges. From environmental compliance to planning and engineering innovation, our team was proud to contribute to a project that reflects the ongoing revitalization of Journal Square and enhances the quality of life for Jersey City residents.
